This resolution was first announced on September 3, 1777, establishing the flag's design as thirteen red and white stripes with thirteen white stars on a blue field.

Different flags had previously represented the colonies, featuring various symbols and slogans. The observance of Flag Day was officially established by President Woodrow Wilson's proclamation on May 30, 1916.
